No, the proposal did not reach consensus at AfriNIC-12 in Kigali
(in May 2010).

It reached consensus at AfriNIC-13 in Johannesburg (in November 
2010), subject to several changes, and it should go to last 
call wih those changes.  It has taken a long time to get the 
text updated to include the changes that reaches consensus in 
Johannesburg.
