[AfriNIC-rpd] Consensus call on Section 3.8 of AFPUB-2010-v4-005-draft-02 - IPv4 Soft Landing

Dear Alain,
From Section 3.8 of AFPUB-2010-v4-005-draft-02:
"For each allocation or assignment made during the Exhaustion Phase,
no more than 10% of these resources may be used outside of the AfriNIC
region, and any use outside the AfriNIC region shall be solely in
support of connectivity back to the AfriNIC region."
I would like to request the following information from AfriNIC:
(a) Can that sentence of AFPUB-2010-v4-005-draft-02 be implemented?
(b) How will that sentence of AFPUB-2010-v4-005-draft-02 be implemented?
(c) Is the idea that AfriNIC will decertify (in the RPKI sense) or
deregister (in the Whois/registration database sense) prefixes that
have been identified to violate that paragraph?
(d) Is the idea AfriNIC will tag prefixes used in violation of this policy
such that ISPs all around the world will voluntarily refuse to listen
to non-AfriNIC-region announcements of these prefixes?
(e) What mechanisms will AfriNIC use to identify prefixes being used
in violation of that sentence?
(f) What are requirements that an AfriNIC member have to fulfill to qualify
for IPv4 address space?
(g) To what extend have AfriNIC members used IPv4 address space outside
the AfriNIC service region?
(h) Is there any existing policy that covers the usage of IPv4 address
space for Anycast?
(i) Can IPv4 address space provided by AfriNIC be used for Anycast outside
the AfriNIC service region?
(j) Has there been a "run" on IPv4 addresses in the AfriNIC service region
since the IANA pool of available IPv4 addresses was exhausted?
(k) How long will it be before the available pool of AfriNIC IPv4 address is
exhausted under existing policies?
(l) How long will it be before the available pool of AfriNIC IPv4 address
is exhausted if AFPUB-2010-v4-005-draft-02 is implemented?
