A proposal expires after a year. If it has been updated, the clock
restarts. If a proposal has not been updated within a year, it may
be a sign that there isn't any interest in discussing it and adopting
it as a policy.
The proposal could get sent back to the mailing list over and over if
there wasn't the clause which allows an author to withdraw a
proposal. Even with that clause, there can be a problem if a
proposal never expires as an author can be unresponsive. There has
been such a case.
