I believe the goal was to remove the 'increasing the lifespan of IPv4'
and the rewording does just that. Cool.
I might simplify "AfriNIC's pool should be managed to give old members
as well as new members routable blocks" simply to "AfriNIC's pool
should be managed to be able to provide members routable blocks".
-and-
"while deploying  native IPv6 networks" could simply be "while deploying
IPv6 networks"...
