Quoting the last sentence in the second paragraph of Section 4:
"At the time this policy is adopted, one of the Working Group Chairs
will be appointed for a one-year term."
That is similar to what you mentioned above. The intent is to have
continuity by ensuring that there is one sitting Chair with at least
one year's experience. A new Chair is chosen each year. There are
two Chairs at any given time, excluding exceptional circumstances.
Assuming Chair A is chosen for two years, Chair B is chosen for one
year, Chair C is chosen for two years and Chair D is chosen for two years:
Year 1 Chair A and Chair B
Year 2 Chair A and Chair C
Year 3 Chair C and Chair D
AfriNIC could publish supporting documents about the practical
details in the event that this proposal is adopted.
