AFAIK, the right thing for an LIR to do with to maximize profit (so sell it to the highest bidder) this way we could bring trouble on ourselves - as you have stated in response to another email, we cannot predict what will happen to demand for this resource in other region and my feeling is that leaving this at the discretion of the LIR's would be leaving a crack in the hole and hoping nothing slips through.
