I would caution against taking too much verbiage from the ARIN proposed 
policy.  It took a very circuitous path, with a lot of changes along the 
way, and its final form was very much a compromise, drafted-by-committee.

Instead, figure out what goals you think you want to meet within the 
context of your region, and try to draft language that expresses those 
goals as directly and concisely as possible.  In my experience, that's how 
a proposed policy finds the most support: as short and clear as possible.
