Further to Hisham's follow up mail I think N should = 2, and not N=1.

I don't understand this. If LACNIC for instance requests a /8, and
IANA doesn't have it left to give, then it's way too late for n=1 or
2, no? I think I've missed something

In any case, I think it will be advantageous for the AfriNIC community
to get N /8s, as it will certainly last us longer than the more
established RIRs.
Globally however I lean slightly more to the soft landing approach.
