 "facilitate" seems more appropriate than "regulate"

The second market will bring  and amplify some issues issues like :


-Integrity of the ressources transfer

-Ressources "sold" multiple times 

-Hijacking of IP addresses

-Transfer of title on ressources 

-etc.....

which will  affect  "THE UNIQUENESS of IP  adresses" which is critical for the 
infrastructure.

Resource certification if  DEPLOYED and UTILIZED, can be extended to help  
with integrity of transferred resources, Transfer of ownership and 
Exclusivity of transfers, ..........


Ps: I suggest that those who did not attend the BoF read the related documents 
listed at the end of the report.
