[policy-wg] IPv6 PI policy proposal

Hi Alain,

Is a typo, replace RIPE NCC with AfriNIC and you're done.

This happened in the policy because the text was taken from my proposal to
RIPE NCC and we didn't reviewed accurately all the text.
