Avant tout, désolé de vous répondre en francais.
Pour tenter d'apporter ma modeste contribution à ta question, je dirais que les principaux points de blocage (j'entend par la développement) de l'internet en Afrique sont :


* Le niveau des infrastructures nationales : manque de réseaux en fibre optique, couverture 3G/4G ...
* La gouvernance : absence d'ouverture du marché de l'internet à la concurrence (monopole de l'opérateur historique sur certaines licences), le manque d'investissement, l'absence de lois encadrant le secteur des TICs ...


To try to make my modest contribution to your question, I would say that the main points of blockage (I mean by the development) of the internet in Africa are:


* The level of national infrastructures: lack of fiber optic networks, 3G / 4G coverage ...
* Governance: lack of openness of the Internet market to competition (monopoly of the incumbent on certain licenses), lack of investment, lack of laws governing the ICT sector ...

I think this will be interesting to explore in our context where many countries have few number of AS and also small number of international connectivity links to connect to the global Internet.
