Below is my comment :-
Each RIR must support the portability of Internet Number Resources (IPv4
and IPv6 address allocations) across both RIR service regions and network
service providers. In particular, an RIR must implement and maintain
policies that enable a Resource Holder to retain its allocated IP address
space when the holder transfers operations to a different region or changes
network providers, subject only to duly justified constraints necessary for
responsible address management.
All RIRs must coordinate to facilitate timely inter-RIR transfers of IPv4
and IPv6 resources, ensuring that such transfers are processed efficiently
and without arbitrary restrictions on the Resource Holder. This requirement
is intended to guarantee that organizations can continue using their IP
addresses globally, preserving the integrity of registrations while
preventing any RIR from imposing territorial barriers to number resources.
Each RIR’s procedures for resource transfers must be transparent and
non-discriminatory, and no RIR shall refuse a valid transfer request
without substantial justification grounded in policy or law. In the event
of a dispute between an RIR and a Resource Holder, or if a Resource Holder
reasonably considers a newly adopted policy, procedural change, or revised
service agreement clause to be unfair or unacceptable, the RIR must allow
that Member to transfer its resources to another RIR without penalty or
delay. Such transfer requests shall not be obstructed or conditioned on the
Member’s acceptance of disputed terms.
Each RIR’s governance structure must guarantee its Members a direct
mechanism for holding the Governing Board accountable. Members shall have
the right, through a transparent and verifiable voting process, to propose
and, with majority support, remove any member of the Governing Board before
the expiration of their term, for cause including but not limited to breach
of fiduciary duty, misconduct, or persistent failure to act in accordance
with the RIR’s policies and the principles of this Governance Document. The
procedure for initiating such removal must be clearly defined within each
RIR’s bylaws and shall not be subject to arbitrary procedural barriers.
