IP addresses are essential resources, yet current RIR policies can trap
them geographically. AFRINIC has no inter-RIR v4 transfers, and IPv6
portability is non-existent. Organizations should not have to abandon their
allocations when they move regions or change providers. Number portability
is a widely understood principle in telephony: you shouldn’t lose your
number when switching carriers. IP addresses should work the same way.
Article 4.1 should require all RIRs to allow IPv4 and IPv6 portability
across both RIRs and providers, subject only to necessary stewardship
limitations. Members must not be forced to accept new contract language
just to move resources. Transfers should be timely, clear, and
non-discriminatory.
*Members need an early, practical tool*
Currently, oversight relies on the ICANN audit trigger, which is too high a
threshold for most governance concerns. Communities need a tool they can
actually use. If 5% of members (or 100 members) petition, the NRO Executive
Council should review the RIR’s compliance, publish findings, and recommend
action if serious failures are found. That could include censure or
recommending removal of board members via the RIR’s own bylaws.
This provides a realistic way for the community to maintain accountability
without waiting for catastrophic failure. It balances practicality with
enforceable oversight.
