Good afternoon, 
IP address transfers are handled differently by different RIRs.  For example, AFRINIC lacks IPv6 portability and an inter-RIR transfer policy. Often, trying to move your operations means being told you have to give up IP space you already use — that's what "number portability" is designed to fix. Just like with mobile numbers, organizations should keep what's theirs.
Here's what we think needs to change:
Every RIR must allow IPv4 and IPv6 addresses to move freely across regions and service providers.
Any restrictions should be strictly for managing addresses responsibly, nothing else.
Transfers must be fast, fair, and transparent.
If a policy change feels unfair or a contract clause is unreasonable, organizations must be able to move their addresses without penalty. No "accept our terms or lose your IPs" nonsense.
Accountability Matters
RIRs need checks and balances, and Members should be able to hold them accountable. Right now, ICANN audits are possible, but that's not enough. Members should be able to request an extraordinary review if 5% (or 100) agree.
The review process should:
Be thorough — access to all relevant information is mandatory.
Produce a public report of findings. If there are significant shortcomings, make suggestions and, if need, advocate removing or censoring board members.  This allows the community to maintain RIRs' integrity and openness without resorting to drastic measures like derecognition.
