Hi Richard,

I remember replying to your mail on the LACNIC list[1]. The most important
section below:

This is indirectly saying no need to have anything called "IANA functions"
because once you take out a part of it then the definition of IANA is lost.
Also by doing this, the role of ICANN and the global policy process will
also be lost. So maybe this could be an escape plan if ICANN misbehaves as
I don't think it's an appropriate plan for the transition.
