Sorry.  I should have been more clear.

I certainly DO NOT believe that AFRINIC either should or even can publish
the original justifications Lu Heng used to get his IPv4 space.  Doing that
would clearly be a violation of AFRINIC's commitments to its members
regarding the confidentiality of such documents.  But Lu Heng could
publish the documents.  They are his documents so he can do whatever he
wants with them.

So far it seems that he is not eager to let anyone see them.
