I was going to ask that question also, since I had never heard of it before
seeing Mark E's message.

I tried to google it, but other than a few brief (and uninformative) mentions
of the term in some past AFRINIC Board meeting minutes from earlier this
year (2021), I never found anything online that even remotely described
whatever this thing is.
