the Bylaws are not useful yet in the Bylaws section 6 here;

Or course! thanks...

...one thing to add is that the very PDP
identify the AfriNIC's Staff to be the
Implementer of the CPM. They obviously
use both the Bylaws, the RSA along side
to the CPM.
