I just looked up the timeline, and for AFPUB-2016-GEN-001-DRAFT-08 it basically means that the authors have to submit a new version that addresses all the feedback received on all the version of AFPUB-2016-GEN-001 before the 7th of June 2020, or their proposal expires automatically.
