Fortunately AFRINIC is not a government afterall this kind of practise
would disenfrachise subregions/countries with less members from
representation if that is not already the case.
In fact I would argue that subregion with say less membership have more
representation if we were to ever go down such a road. [1]

[1] Just because South Africa or Kenya or Nigeria or Egypt or whatever
country has a stable and sound economy that can attract more membership
does not mean such countries should have more privileges. There are some
compeling political and economic reasons why some countries are still
playing catchup but their voice should always count.
By the way this should never be about income less we end up the way the UN
security council is run to the disadvantage of less powerful coutries.
