Fraudsters, Brokers and criminals are buying, stealing ipv4 addresses. What is the status in AfriNIC Service Region ?

Leslie Nobile's made a presentation at NANOG 67 (1) (2) one Post IPV4 depletion.

Our understanding is that Fraudsters, criminals; whatever we called them are using different methods to get IPV4; including setting up 
fake companies; looking for dormant records, legacy records and trying to establish themselves as the rightful administrator.

What is the situation within AfriNIC Region ?
