Our understanding is that Fraudsters, criminals; whatever we called them are using different methods to get IPV4; including setting up 
fake companies; <meta http-equiv="content-type" content="text/html; charset=windows-1252">looking for dormant records, legacy records and trying to establish themselves as the rightful administrator.

What is the situation within AfriNIC Region ?
