the url that you reference says:
“.. The AFRINIC Bylaw (Section 16) allows the Board to appoint..”

“allow” is not the same as “automatic” to *this* native-english 
speaker.

so, i looked up the bylaws.

i read that[1] “shall”, as a SHOULD and not MUST (2119 style).

you might read that differently,
