Individual congresspeople add riders on to spending bills in other areas when they cannot get traction for their demands in the committee having oversight. It is a form of coercion that tries to tie getting money (in this case for defence spending) only on condition that x is done or y is not done. It “wraps” the request into a bigger issue in the hope that it gets lost in there.

This is even more of an issue in the “lame duck” period before the election and inauguration of a new president.

The community has done a very good job of avoiding this lunacy in the commerce committee through strong testimony at the hearing (and a fair bit of lobbying). 

The community can (and should) also demand that the changes agreed as part of this process should be implemented irrespective of any US government restrictions. However, they must also accept that if the rider process succeeds - then certain implementation steps will be suspended. Still, the vast majority of what has been agreed will not be impacted.
