The advisory council proposed in the document was supposed to advise on address policy issues, much like the existing ARIN AC.  It was not intended to be anything like AFRINIC’s existing Council of Elders or soon-to-be-established Governance Committee.

The Advisory Council shall act in advisory capacity to the Board of Trustees on all matters involving the interests, activities, and operations of AfriNIC. The Advisory Council is to act on behalf of the membership on all matters of concern to AfriNIC. The Advisory Council is expected to consider the long term best interests of the membership, and to take cognisance of the fact that AfriNIC is acting in the public trust as steward of limited public resources such as IP address space……..

So the  scope of the proposed AC is not limited to address policy issues like the existing ARIN AC

The Advisory Council serves in an advisory capacity to the Board of Trustees on Internet number resource policy and related matters. Adhering to the procedures in the Policy Development Process, the Advisory Council forwards consensus-based policy proposals to the Board for ratification.
