can't they just recover their expenses and give a license to each
internet cafe in town?
While IP addresses are not as strictly regulated as communications
licenses, you have more responsibilities / restrictions that with a used
car which you can sell as you like.
You got your IPs in order to connect devices/customers and users to this
internet thing. not for trading.
one way of recovering expenses would be to provide connectivity services
and include the IPs upon justification ;-)
