Hi Leo,
Regardless of the reasons and motivations, we need to have in each African
country some hands-on testbeds even small to learn the steps to take to
integrate v6 in their networks. This is just simple plumbing and only
qualified engineers will be able to do this properly as a show case and
guide folks into the right direction.
I am sure many in Africa are doing this and it would be good to share their
experience on this list.

I actually think the right place to start is with trying to understand
why the NAT was deployed to begin with. If it was not because of an
address shortage then IPv6 is unlikely to have a significant role in
replacing a single, easy to control and monitor ingress point.
The most important thing is meeting the organisation's business
requirements. That won't always involve deploying a new technology and
in some cases you'll even see organizations deploying new IPv4 and
IPv6 NATs.
