According to my knowledge, the establishment of the .tg naming charter was
discussed at length and collegially with representatives of the private
sector and civil society and universities under the leadership of
representatives of the Regulatory Authority (formerly ART & P now
ARCEP-Togo). Discussions lasted for several, as did the redelegation
process which took nearly 6 years of discussions to come to fruition. The
former Administrative and Technical Manager (the private company CAFE
INFORMATIQUE ET TELECOMMUNICATIONS) is maintained as Technical Manager and
the Regulatory Authority has become the new Administrative Manager of .tg.
In reality, we had therefore come to an agreement on the content of this
charter that we developed together. The problem remains the establishment
of an inclusive management body for the ccTLD .tg by a NIC-Togo (Network
Informaton Center) still fictitious. So this is not yet the case despite
the accreditation of several other Registrars in addition to the Technical
Manager. All this has led the Togolese chapter of ISOC to express
reservations and refuse to validate the process. Indeed, we believe that it
set up an inclusive NIC for a good management of the ccTLD, it is a
practice considered as the best.
