I'll skip commenting on what is on the site.

The IESG and the IAB are not chartered by ISOC.  There has been 
significant changes since 1996, e.g. the IETF has its own 
administrative structure.  Decision-making is internal to the IETF.

The attendance from Africa for the last five meetings is 
approximately half the number for Latin America.  It is about one 
percent of total attendance.  Participation is even less than 
that.  I could say: please participate.  By saying that I am 
knowingly ignoring the problems people will have to face.  It is 
difficult to discuss the problems.  Several years ago I mentioned 
that attendance does not help the person to participate and the 
reasons for that.  Nobody was interested to hear about the problems.
