RIR data privacy is also an enourmously interesting issue, but I was more focused on the "ownership" aspect of the data base.

I am not sure whether Adiel's summary statement of it being in the public domain, will stand up to challenge, because a non-profit might not be allowed to give (such) an asset away unless to other non profits. 

I am not a lawyer but the reason generally that a non-profit is tax exempt. So alineating an asset to (some) for profit entities, gives these a competitve advantage, which might be taxable.

Which is why I wondered whether legal advice has been taken.

But it now puts us into corporate governance issues, which is also important.
