Thanks for posting the document.  This proposed modification is interesting:

   "3.5 b) Member states shall, if they so elect, be able to control 
all naming,
    numbering, addressing and identification resources used within their
    territories for international telecommunications/ICTs."

The following may be related to "cybercrime":

   "6.11 The ITU Standardization Sector shall be responsible for disseminating
    the regulatory frameworks in place in administrations having an impact on
    matters related to fraud."
