I think the case of security as stated by RW is one i agree with although i am not too sure alienating ourselves from ICANN which she has done (they should hold their meeting and go back home) sends a very good signal.
Very clearly from the other meeting locations, security can be very ambiguous and ICANN would be wrong in pulling out of the meeting because of some concerns that don't necessarily make the foreign delegates targets - they didn't do this in any of the other countries that IMHO and as relain by RW posed graver risks.
Albeit, i must say any efforts to ensure their personal safety like change of meeting location et al should be considered reasonable bearing in mind their circumstance(not on ground - so their bound to see thing differently than we do)
