It is not easy to get statistics for some regions unless you are 
prepared to put in significant time to convince various parties to 
release data.  There were roughly 67 million Internet users in Africa 
last year compared to 179 million in Latin America.  Don't draw any 
conclusion based on that as this region has a higher growth rate.  2% 
of IPv4 addresses are assigned to AfriNIC and 6% to LACNIC.

How much local content is there for these 67 million users?  Is your 
local newspaper hosted in your country?  What percentage of these 
IPv4 addresses is assigned to ISP subscribers?
