Thanks Mawaki. It's do-able & may raise an interesting dispute resolution
process where you register dakar.sn and I run afterwards to register a
.dakar TLD:-) But that's the reason why ICANN's policy processes exist & may
be it's high time ICANN should start anticipating this???

I'm sure you should, and as you anticipate, policy-making will be more and
more complex but still doable. As to whether that would be ICANN's or ccTLD
responsibility, it depends where you want to be in the domain name space.
Those cities want to be visible at the global top level of the DNS, so they
have to turn to ICANN. Otherwise, they may as well address their respective
ccTLD and feature at second level, e.g., .dakar.sn or .paris.fr.

So the applicants have the choice of the level, and the locus of policy
authority will ensue accordingly.
