                problem of AS-SET name collisions across IRR databases
                is real and well documented. Requiring hierarchical
                names for newly created AS-SETs is a pragmatic approach
                that improves uniqueness, strengthens authorization and
                aligns AFRINIC with practices already adopted by other
                RIRs.</span><br>
