<div>You are right. We had these discussions several times in
the past. It is a Regional Internet Registry and its resources
are to be used in the region. Members in the region which span
multiple regions should establish relationship with multiple
RIRs. Staff in the evaluation of requests might allow some out
of region usage of resources if and when the relationship with
other RIRs not possible. The type of custodian at AFRINIC is
of "Valid as long as original criteria remain satisfied". If
staff has allowed out of region usage, audit should not find
problems. </div>

proportion of resource may be used out of the region failed
for the reasons above and also because the AFRINIC held
resources are not for sale.</div>

there are legitimate cases, but when this
happens it may be a signal <br>
of alert. The point is to find two things: 1)

doesn't have any relation to the resource
holder and 2) If resources are <br>
being used out of the region (the worst).<br>
For the case of parent/sub-company ideally

transferred among companies using them in
