<div dir="auto">Hello all, </div><div dir="auto"><br></div><div dir="auto"><div dir="auto">Irrespective of the need for the AFRINIC Organization to have a stable and functional inter-RIR transfer policy, there are various valid objections that this policy proposal present like it’s like of reciprocity, the utilization of vague languages in its definitions. According to the section 3.3.5 which stipulates “If the source is from another region and the recipient is AFRINIC member, then allow "Any", and then mark the transferred resources as "Global" - lack of reciprocity, and the use of “any”, what is “Any” this can be misinterpreted and can mean literally “any”thing. Likewise, in section 3.4, “the resource must qualify for the type of transfer requested”. There is no definition of the types of transfers making it vague. </div><div dir="auto">Finally, this policy proposal gives too much power and authority to the bureaucracy of the organization especially in the section 3.6, conditions on the recipient; with the monitoring of the recipients previous usage, current use, and intended/future usage of the resources. Partial reciprocity is utopic if you can't get resources from the bigger donor (ARIN)! Do you think LACNIC or other RIRs will accept a non-reciprocal policy even if their actual policy allows it? They can change their policy so to ask also reciprocity from your side even before this one get implemented! It is ridiculous.<br>

I just want to keep my objections on this policy that I've been raising since version one and the previous ID of it (expired so got a new ID). They are in the list and in the videos from the Angola meeting and the ones afterwards, no need to repeat all that. Authors never addressed them in my opinion.<br>

However, I've new ones as well. In summary:<br>
1) IA section 2 is clear about several issues in the proposal which I agree and for me are valid objections.<br>

2) As it was already claimed in previous versions, I don't think this proposal is reciprocal with all the other RIRs, specially with ARIN and that will mean that it becomes null.<br>
<br>
3) A few years ago, I already submitted a proposal for "only legacy" resources (which at the end was a different way to write the same as this policy is doing), and the community said they don't like it and I've not seen a change in that view point, specially understanding that it means no-reciprocity.<br>
<br>
4) Finally, while I disagree with some of the legal inputs, there are several that are a concern and for me are valid objections.<br>
