While a Co-Chair is not expected to propose a policy, if such happens the Co-Chair who has proposed the policy certainly has to recuse himself for conflict of interest.<div dir="auto"><br></div><div dir="auto">However the first part of the question here is about nomination and whether a current author of a policy can be nominated for Co-Chair position. While the second part is what happens if the author eventually becomes the Co-Chair. I believe the second part is easier as such author will recuse himself from Chairing such policy discussion.
