Dear Caleb,

Let me begin by understanding whether we are electing a new set
of Co-Chairs to start a new tenure or are we selecting an

we selecting co-chairs to complete the tenure of the recalled

Thus IMHO, the person with the most votes should get a term which ends at the PDWG meeting in 2022 and the person with the next highest vote count should get a term which ends at the next PDWG meeting.

I am asking, because I understand your contributions in the
direction that, what we have been rambling on, is all about having
an Interim co-chairs. Similarly, the sections you are quoting
speaks about completion of tenure. The example also clearly shows
the same thought line.

I am seeking this clarification, is Madhvi now the chair of the
an ECOM? Let us be explicit in what we are doing or what we
intend to do. I really don't want to speculate.

I want to reiterate again, let us stick to the rules and guides
enshrined in the CPM without being clever with interpretations of
its' contents.

If we stick to the rules, then interim co-chairs are to be selected by the PDWG. There is no provision for a nominating committee, nor is there any provision for imposing any requirements outside of the minimal guidance in section 3.3 of the CPM. This means that the criteria proposed can serve as an advisory to the group in evaluating candidates prior to whatever selection process is implemented, but cannot be imposed in order to block someone’s candidacy for the office.

Further, IMHO, the selection process must be:

1. Deterministic — It must yield a definitive outcome through a single instance of the process.

2. Fair — We must avoid disenfranchisement of legitimate members of the PDWG and we must not apply arbitrary

policies ad hoc to eliminate candidates from consideration.

IMHO, unless we get only 2 candidates and can somehow achieve consensus about which one gets the shorter term and both candidates are acceptable to the PDWG as a whole, it would be very difficult to create a process other than election which meets the above 2 criteria.

Owen
