<html><head><meta http-equiv="Content-Type" content="text/html; charset=utf-8"></head><body style="word-wrap: break-word; -webkit-nbsp-mode: space; line-break: after-white-space;" class="">Dear all,<div class=""><br class=""></div><div class="">I hope all is well with you and yours. </div><div class=""><br class=""></div><div class="">In order for this conversation (and other conversations born out of the original thread) to be productive, we need to agree on some basics;</div><div class=""><br class=""></div><div class="">1) Patience, empathy and understanding</div><div class=""><br class=""></div><div class="">I think we all agree that everyone processes and understands various topics at different rates. As such, each one of us (members and co-chairs) need to develop the patience and empathy required to listen and absorb what any member has to say. </div><div class=""><br class=""></div><div class="">2) The “out to get me” syndrome</div><div class=""><br class=""></div><div class="">We all (members and co-chairs) need to have the confidence that criticisms and differences in opinion do not constitute personal attacks. Anyone who joins and chooses to participate in any conversation on this list does so because they believe they have something to offer. Am sure I speak for everyone when I say - Any member with the express purpose of “getting someone” does not belong on this list.</div><div class=""><br class=""></div><div class="">3) Relevance of topics to the RPD</div><div class=""><br class=""></div><div class="">a) As the name indicates and as some have pointed out, this is the “Resource Policy Discussion list”. In order for a topic to be relevant, it must match the criteria below;</div><div class=""><span class="Apple-tab-span" style="white-space:pre">        </span></div><div class=""><span class="Apple-tab-span" style="white-space:pre">  </span>i) Reference an AFRINIC resource:</div><div class=""><span class="Apple-tab-span" style="white-space:pre">         </span>- From the AFRINIC website "About page" - Internet number resources [IP addresses, ASNs]. </div><div class=""><span class="Apple-tab-span" style="white-space:pre">            </span>- RPD list; </div><div class=""><span class="Apple-tab-span" style="white-space:pre">            </span>I don’t know how many will agree with this but my personal view is this list is a resource since the outputs generated enable AFRINIC to achieve the goal of Bottom up policy development. </div><div class=""><span class="Apple-tab-span" style="white-space:pre">                </span>As such, discussions about the list itself should be permitted.</div><div class=""><span class="Apple-tab-span" style="white-space:pre">      </span>ii) Reference an existing policy or propose a new policy.</div><div class=""><br class=""></div><div class="">b) The original thread - “Cloud Innovation Displays Very Poor, If Not Criminal, Netizenship”</div><div class=""><br class=""></div><div class="">Am of the view that we (Co-chairs and members) missed it on this one. The Co-chairs haphazardly determined that the topic was irrelevant. In order to determine relevance of this topic, the Co-chairs should have asked the member who made the initial post the following questions;</div><div class=""><br class=""></div><div class=""><span class="Apple-tab-span" style="white-space:pre">     </span>i) Do the actions of the accused violate any existing policy? (At this point whether the accused did what they are accused of mistakenly or knowingly is irrelevant)</div><div class=""><span class="Apple-tab-span" style="white-space:pre">      </span>ii) If yes to question (i), Which policy (with a clear description of what section was violated)? </div><div class=""><span class="Apple-tab-span" style="white-space:pre">           </span>Based on the answer to this question, the community and Co-chairs can discuss and agree on whether the accused violated the policy in question.</div><div class=""><span class="Apple-tab-span" style="white-space:pre">   </span>iii) Do you have suggestions on how the violated policy can be improved or do you have any suggestions for a new policy that would help prevent future violations?</div><div class=""><br class=""></div><div class="">Failure by the person who made the original post to effectively answer questions 3(b)(i) and 3(b)(ii) would automatically determine the post as irrelevant to the RPD list. This approach has the added advantage of effectively proving to the community that the Co-chairs have no bias towards the accused or the accuser.</div><div class=""><br class=""></div><div class="">4) Code of conduct violations</div><div class=""><br class=""></div><div class="">Unfortunately, this list is a text based list. Members and Co-chairs are not able to read facial queues nor hear vocal tones to judge one’s state of mind or emotions. All we have is the text that is posted in response to a topic that is under discussion. </div><div class=""><br class=""></div>                       The community does not elect cochairs to censor

                      While enforcing CoC is part of your role, it does
                      not prescribe what I said above. In fact, you have
                      so far not been able to provide an official reason
                      for censorship of posts by Noah, a senior member

                      Community elected cochairs are expected to be
                      neutral and mainly organize and moderate
                      discussions around the PDP. This is one more
                      question about your neutrality<br class="">

                      As we kept saying, a well organized and structured
                      discussion style would  prevent many deviations
                      and encourage more participation.<br class="">
                      <br class="">
                      Cultural and linguistic diversities plus different
                      levels  of expertise, which all make the beauty of
