A proposal cannot continue to have an infinite loop hence the need to vary the process. </span><o:p></o:p></p><p class=MsoNormal style='margin-left:35.4pt;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial'><span style='font-size:10.0pt;font-family:"Times New Roman",serif;color:#1D2228'> </span><o:p></o:p></p><p style='mso-margin-top-alt:0cm;margin-right:0cm;margin-bottom:0cm;margin-left:71.4pt;margin-bottom:.0001pt;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial'><b><span style='font-size:10.0pt;font-family:"Times New Roman",serif;color:#1D2228'>11.</span></b><span style='font-size:7.0pt;font-family:"Times New Roman",serif;color:#1D2228'> </span><b><span style='font-size:10.0pt;font-family:"Times New Roman",serif;color:#1D2228'>Proposal: AFRINIC Number Resources Transfer Policy (Co-Chairs Decision: No Consensus)</span></b><o:p></o:p></p><p class=MsoNormal style='margin-left:35.4pt;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial'><a href="https://afrinic.net/policy/proposals/2019-gen-002-d2#proposal" target="_blank"><span style='font-family:"Times New Roman",serif;color:#0563C1'>https://afrinic.net/policy/proposals/2019-gen-002-d2#proposal</span></a><o:p></o:p></p><p class=MsoNormal style='margin-left:35.4pt;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial'><b><span style='font-family:"Times New Roman",serif;color:red'>Back to list for further discussion and refinement</span></b><o:p></o:p></p><p class=MsoNormal style='margin-left:35.4pt;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial'><span style='font-size:10.0pt;font-family:"Times New Roman",serif;color:#1D2228'>This proposal has not reached consensus.
