<p>I want to highlight an interesting comment from staff in both
proposals that matches something that was discussed and mentioned
by some people who objected this proposal.<br>

<p>"<i>Section 5.7.3.3 is now removed from the new policy
proposal ("Source entities must not have received a transfer,
allocation, or assignment of IPv4 number resources from AFRINIC
for the 12 months prior to the approval of transfer
request"). This restriction excludes mergers and acquisitions
transfers.<b>Removal of this clause will open the way for
companies to set up in the AFRINIC service region, get
resources and transfer them out of the region</b> - that is,
new members will be able to immediately sell/transfer their
resources as soon as received - <b>paving way for serious abuse
and at the same time conflicts with the soft-landing policy</b>
clause that requires a demonstration of need for next 8
months (CPM 5.4.5).</i>"<br>

The highlighted part in bold matches with the concerns about
external organizations coming to Africa, request space and
transfer them out of the region which only brings risks to the
region and zero benefits at the time as vast majority of African
organizations are able to receive allocations directly from
AfriNIC and don't need to go to market.</p>
<p>Another point I want to quote is the 12 month period a source
entity shall not be eligible to receive IPv4 addresses from
AfriNIC. I consider this a short time for a entity who gave away
resources which supposedly weren't being used and consider this
period should be extended.</p>
