Two connected term "<b>sunset legislation</b>" and "<b>self-regulation</b>" both are just a way/method to control the industry/market. Self-regulation didn't mean you will not need a license,
<b>licensing </b>is something different from <b>regulation</b>. <br>

As I find in the AFRINIC processes you have to provide "<b>legal presence in the AFRINIC service region</b>" to justify your request for resources, this may be Telecom regulatory license or other document (this is my understanding and we need member services
to confirm).</div>

I believe this requirement is essential as our policies need to know where the AFRINIC resource will be utilized.</div>

In Spain, some years ago, it was also needed a license. But as the sector grow up, self-regulation is a need.<br>
<br>
I think we all agree in this list, that it is much better self-regulation ASAP is possible, as we do in Internet, right?<br>
<br>
So, my guess is that sooner or later, most of the Africa countries (and other world regions that still require a license for Internet services), will go away also from that model. May be they just require, that the bylaws stated it, or just a "communication"
to the government such as "hey Mr. Regulator I just want to let you know that I'm a new company and going to start providing Internet services soon".<br>

A different issue is cellular networks, because they need to get the radio spectrum and pay for it ...<br>
