    <p>Doesn't the RSA already allow Afrinic to reclaim addresses
      acquired fraudulently? <br>

    <p>It sounds like at least one author/proponent agreed that a minor
      change to the language would make it clearer that any address
      space in use would not be reclaimed. As written, even if an
      application for addresses had said they would be used for a data
      center, but instead they were used for connecting users, the
      address holder would simply have to show how they were actually
      being used.</p>

    <p>It probably depends on the country, and even the local area.
      There are lots of places still served by only one ISP, so if it
      went away, those places would be unserved. In other places, it
      might take weeks.</p>
