<p class="MsoNormal">Understand something from my perspective – at this point – irrespective of the content of the policy or its merits and demerits – and outside of the points I have made about the fact that this policy cannot be implemented based on the assertions
I have made in the previous email (and I will wait for the CEO or staff to clarify this, and failing that will share PROOF of that assertion) – I am however challenging the process by which this policy ended up in last call.<o:p></o:p></p>

<p class="MsoNormal">The fact is – the policy was last modified in April 2018 – prior to the previous meeting. It failed to reach consensus – because of sustained and unaddressed objections. Since the document was not modified since that meeting – and since
none of the objections stated have ever been withdrawn on the email list or addressed – it stands to reason by any logic standard – that consensus is impossible, since an objection once raised is sustained until either addressed or withdrawn – and does not
fall away merely because we are in another country and have an audience that is more receptive.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">There is absolutely nothing in the PDP process indicates such a blatant divergence from the consensus process and the universally accepted definition of consensus allows for consensus to magically appear because of time passed. Furthermore
– the PDP itself in another way indicates that failing consensus a policy needs to be modified – it does this by expiring policies that have not been modified with X period after failing to find consensus – this is clearly stated here:<o:p></o:p></p>

<p class="MsoNormal"><span style="font-size:10.5pt;font-family:"Helvetica Neue";color:#757575;background:white">A draft policy expires after one calendar year unless it is approved by the AFRINIC Board of Directors as a policy. The timeout period is restarted
when the draft policy is replaced by a more recent version of the proposal</span><o:p></o:p></p>

<p class="MsoNormal">As such – forgetting even the content of the policy – the last call is invalid – there was no update to the policy and no withdrawl of sustained objection<o:p></o:p></p>

You are right, the RSA mentioned the possibility of a review of allocated resources which the proposal also took into consideration especially as contained in 4.(b). <o:p></o:p></p>
