You may recall, the IPv4 inter-RIR transfer proposal was previously discussed and withdrawn as it failed to rally consensus on the problem(s) it was supposed to address for this region.<br>

may however be subject to the receiving RIR's policies."<br>

Later on the community adopted an IPv4 Intra-RIR transfer policy which was implemented recently. The policy stated :<br>

Your new proposal uses different rhetoric with more elaborated background and problem statement which is addressing no issue of this community. The problems you put across don’t stand the test of validity. Rather, your draft policy is addressing the issue of
lack of IPV4 in the other regions.<br>
