draft discussed at the meeting was published on this mailing list on October 1, 2017. Over an 8-week period, that document received one comment (and a +1) stating that the IPv6 reserve be restricted only to new members.</span></p>

previous comments from those that oppose soft landing and would rather remove restrictions. This concern is addressed by the fact that the IP addresses under discussion were in fact handed to AFRINIC in 2011 under a global policy which equally redistributed
the remaining IPv4 pool amongst RIRs (effectively replacing the “on-demand” policy - despite the fact that other RIRs may have had greater need and demand at that time). Refer to Section 3 (Rationale) of
