The Staff assessment raises so many questions and remarks that would require a re-write of the proposal rather than a brief explanation.<br>
<br>
I would like to state my opposition to this proposal,My main opposition point is the de-registration of resources, directly leading to the potential legal actions and claims against the AFRINIC secretariat.<br>
<br>
No policy should be passed that are raising such legal concerns described in the Staff assessment:<br>

Legal claims could be very expensive and may prove to be too great for AFRINIC to pay off.Putting the very existence of an RIR at risk is not what the community should be doing, the Secretariat is created in order to serve the community, the members are there to finance the Secretariat so that it can continue to serve the community.<br>

We need to have reviews, the secretariat needs to be in touch with all the members regularly in other manners than just sending an invoice. But not with the intention to reclaim allocations they deem could be"better used". If an LIR is found to be in breach of policies, AFRINIC will assist in fixing the situation, not threaten. De-registring resources will be affecting the LIRs business operations, which is why there will be legal actions against the one responsible for disrupting the network.<br>

How did we reach a point where the members, the secretariat and sections of the community are on contradicting terms on how to continue the distribution of Internet resources.
