the choice of the randomness . This is not clearly and could easily reduce the very efficiency this is meant to bring .<o:p></o:p></span></p>
<p><span style="background:silver;mso-highlight:silver">3.5 Appeal procedure<o:p></o:p></span></p>
<p><span style="background:silver;mso-highlight:silver">The review shall be conducted in full transparency and neutrality. But if the result of the review does not appear
<span style="color:red">to be fair</span>, the reviewed members has the right to appeal against the result. Appeals shall follow an arbitration process as defined by AFRINIC, which shall publish the process and the pool of arbitrators who shall be knowledgeable
volunteers from the community.</span><o:p></o:p></p>
<p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto"><span style="font-size:12.0pt;font-family:"Times New Roman","serif"">Define Fair in this context ? How many times can a member appeal ? What if the appeal process necessitates
a fresh audit , More investment in money , time and other resources. <o:p></o:p></span></p>
<p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto"><span style="font-size:12.0pt;font-family:"Times New Roman","serif"">The objective of the proposal is good ,the authors may have good intent and faith, but this potentially introduces
a huge amount of financial, capacity and time strain in Afrinics’ resources and could easily divert it from its core role .<o:p></o:p></span></p>
<p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto"><span style="font-size:12.0pt;font-family:"Times New Roman","serif"">The other question I would ask myself before vouching for this policy is the intended OUTCOME , quantitatively
how much of the ipv4 space are we targeting here , is it worth the cost ? opportunity cost . What alternatives do we have ,in line with Afrinics’ overall objectives to put similar resources in much better use ?
