A new policy on intra-RIR transfers is now in force
http://www.lacnic.net/en/web/anuncios/2016-nueva-politica-transferencias

IPv4 Inter-RIR transfers policy proposal abandoned in 2015 as in 2014

IPv4 RIR resources post exhaustion period is coming with issues that need to be handled in a proper way. Discussions have been made on this list on this matter and some opinions (Inter RIR , Intra RIR transfers and out of region transfer
policy) have been expressed on this list.

As we can see, LACNIC has adopted policies preventing move of IPv4 resources out of region.

This fact corroborates the opinion saying that we can?t afford to sustain any policy that will make legal the move of IPv4 resources out of our region.

We are a community driven organization and our main objective is to work for the growth of Internet in our region. For each decision and choice to be made at the time being, we have to make sure that IPv4 resources needed to migrate

Just for consideration as we move forward, and I will attempt if I remember to post these stats at the start of every month.

As per the latest delegation file published by AfriNIC:

Since the 1st of January to current date 0.2875 /8s have been allocated, this equates to 18845 /24s or 73.6133 /16s, or 4.824 million IP addresses.

The breakdown per month is as follows:

In January AfriNIC allocated 16889 /24s, which is 65.9727 /16s, or 0.2577 of a /8 In February AfriNIC allocated 293 /24s, which is 1.14453 /16s, or 0.0044 of a /8 In March AfriNIC allocated 1639 /24s, which is 6.402 /16s, or 0.025 of
a /8 To date in April so far, 24 /24s have been allocated, which is 0.093 of a /16

Note: these are purely allocated figures and I have no information about what the hostmasters may or may not have in the queue. Obviously if there are any large allocations still queued we could see months where these figures are way
higher than other months. (For example, if a /11 is queued and gets approved, the month it gets approved would show a bump of 8192 /24s)
